When their sister, Polly Klaas, was kidnapped and murdered in 1993, a new tough-on-crime era overtook the US, setting off a rash of punitive sentencing laws and skyrocketing mass incarceration. Sam Lewis is the Executive Director of the Anti Recidivism Coalition.
